Thousands of jobs, and the question nobody asks of them is whether anyone was hired twice. A total cannot tell a market from a set of one-off encounters; a returning buyer can.
46% of relationships placed a second job; 97% of all jobs belong to those that did.
Those two shares are different measures and the gap between them is the finding: a rail can be mostly one-off encounters and mostly repeat volume at the same time, which is a market with a handful of real customers rather than a thin one.
A relationship here is the contract’s own account, one client and one provider. It is not an identity: the same operator may hold several addresses, so this is a floor on how much repeat business exists and never a ceiling.
